So this sounds like basically what I was saying before about Sam not being Captain America yet. The public wasn't going to just acknowledge Sam as Captain America and he and/or he and Bucky together will have to earn that distinction.
As for US Agent, I'd like that if they went for it.

There's a weird rumor going around that John Cena may play US Agent. Which funny enough is the only role i could see him pulling off.

Sharon Carter returning for The Falcon and the Winter Soldier while Wyatt Russell will play US Agent, the show will show more of Sam and Bucky's past.
According to attendee on Twitter US Agent apparently going to be a antagonist on the show.

Wyatt Russell is a great choice for US Agent. He was awesome in Overlord.
My guess is that he is going to be a government controlled version of Captain America who comes into conflict with Bucky and Sam, then eventually teams up with them.

That fits into my thought that Like the comics, there is going to be a plot within the US government and Falcon and Bucky will look like traitors until they reveal what’s really going on. It may be an assassination attempt, it may be a presidential candidate who’s under the control of somebody like Zemo. IDK, but this is going to get awesome. |

Ill go further and say the way this happens is that he’s given the honor. As in, the public recognizes him, maybe he’s welcomed by the president or some such thing and dubbed that. Off chance that Bucky is also given the mantle and they share it still, but Sam for sure. |
