Maybe the success of Wandavision, The Falcon and The Winter Soldier and Loki got them confident in Hawkeye?

Audiences always have many different reasons for watching things. That's why TV shows often try to include as many things as possible to appeal to the widest audience (action, comedy, sex appeal, drama, relationships, etc.).
