I think you are being humorous but to be clear. That clip is from a made for TV movie/pilot for a series that never got picked up but I'm pretty sure it was never intended to be any version of Iron Man. It was a separate character and I don't know what the source material was if any. I remember watching it back in the day.

Okay, public access television is basically a series of localized non-commercial specialty TV channels that pretty much every region in the U.S. has. What makes them different from regular TV is that anyone can produce programming for it. As in, if you have an idea for a TV show, but you're just a Regular Joe, you can still just drive down to the station after setting up a meeting and pitch it. And reasonably expect them to greenlight it because they'll barely give you any money anyway and it'll only air for locally, anyway. Sometimes they'll put in stuff the Bigwig companies have created just a fill a time slot, though.
